Governance, Innovation and Reforms Planning Development & Special Initiatives

Dr. Adnan Rafiq is Member Governance, Innovation and Reforms at the Planning Commission of Pakistan. He is responsible for planning and formulating the governance reforms and innovation in Government of Pakistan with relevant Ministries and Organizations. He has to facilitate the formulation of plans and policy frameworks for capacity building of agencies involved.

He has joined the Planning Commission in October 2022. He has a renowned professional career in the domain of public policy design and implementation with the special focus on governance, social sector development and security spanning over almost two decades. Previously, he has led the technical team that formulated the National Internal Security Policy (2018-2022) as a consultant on security issues at the Ministry of Interior, Government of Pakistan. He has also served as the Country Director of United States Institute of Peace (USIP) in Pakistan where he supported development initiatives aimed at enhancing social cohesion and building capacity of state institutions to provide effective and efficient services.

Dr. Rafiq holds a PhD degree in Politics from the Department of Politics & International Relations at the University of Oxford. He also holds an MPhil degree in Innovation, Strategy & Organizations from Judge Business School, University of Cambridge. He is a published author. He co-edited a book titled: "Pakistan's Democratic Transition: Change and Persistence" published by Routledge in 2016. He has also authored numerous reports for leading development organizations such as British Council, USIP, UNDP and UNWomen. He frequently contributes opinion pieces to leading National newspapers such as Dawn, The News, Express Tribune and The Friday Times. He has also published in Telecommunications Policy and Huffington Post.
