Result Based Management
The Ministry of Planning, Development & Special Initiatives applies Results-Based Management (RBM) as the core planning and performance framework for Public Sector Development Programme (PSDP) projects. The Ministry ensures that every project is grounded in a Result based Framework embedded at the PC-I stage with clearly defining Inputs, Processes, Outputs, Outcomes, and Impacts. This approach enables all development investments to be designed with measurable objectives, quantifiable indicators, and clearly defined results aligned with national development priorities and the 5Es National Economic Transformation Plan. By establishing a direct linkage between resource allocation, implementation activities, and intended development outcomes, the Ministry promotes outcome-focused planning across the development portfolio.
The Ministry operationalizes RBM across the full PC-I to PC-V lifecycle, enabling systematic tracking of performance against predefined Key Performance Indicators (KPIs). Through integration of cost-benefit analysis, opportunity cost and opportunity loss assessment, and value-for-money principles, the Ministry strengthens economic prudence and performance accountability. Digital dashboards, real-time monitoring systems, and standardized reporting mechanisms support evidence-based decision-making, enhance transparency, and reinforce institutional accountability. By shifting emphasis from activity reporting to measurable results and sustained impact, it fosters a culture of performance, learning, and adaptive governance within the public sector development framework.
