Citizens in the policy-making process
For the first time in Pakistan's history, and in line with the Prime Minister's vision for good governance, the Government of Pakistan is opening its doors to Pakistani citizens to participate directly in the country's decision-making process, as a major step towards inclusive, responsive and transparent governance.
The Ministry of Planning, Development & Special Initiatives has established the Champions of Reforms (COR) network to bring together professional Pakistani citizens from all walks of life, demographics, genders and regions to contribute towards concrete, structural and long-lasting governance reforms in the country.
What the network sets out to do
- Make the policy-making process inclusive, citizen-centric, demand-driven and transparent.
- Tap into consolidated knowledge and expertise in the private sector by obtaining critical feedback and advice from professionals.
- Make reform initiatives sustainable and viable through improved ownership and involvement of citizens.
- Monitor implementation and ensure policies are translated into action.
How COR will contribute
The Ministry will rely on COR to:
- Participate in the Ministry's policy-making process by providing suggestions, feedback and advice on Pakistan's long-term economic and development policies.
- Help the Ministry envisage, plan and execute strategic large-scale development initiatives, and provide critical appraisal and expert feedback on proposals received.
- Contribute towards national development through voluntary action in partnership with the Ministry.
This initiative gives COR members unprecedented access to the Ministry's policy-making mechanisms and processes, and a unique chance to take part in the development of Pakistan.

COR will comprise distinguished professionals who bring about positive change in society. Members will typically have, but will not be limited to:
- A track record of excellence in their field
- Membership of respected professional bodies
- Leadership experience or potential at various levels
- Recognised qualifications in relevant disciplines from leading institutions

Where will COR be housed?
COR is a virtual network open to Pakistani citizens residing anywhere in the world. It is formally housed, managed and coordinated by the Governance Innovation Lab, Ministry of Planning, Development & Special Initiatives.
