Dr. Awais E. Siraj serves as Member Implementation and Monitoring at the Planning Commission of Pakistan, where he is responsible for formulating the national Monitoring & Evaluation framework, strategies, systems, and digital dashboards for public sector projects and investments. His work focuses on performance analysis, identification of bottlenecks, and evidence-based interventions to enhance project implementation across the development landscape.
With over 27 years of leadership experience spanning public, private, social, and academic sectors, Dr. Siraj has led transformative initiatives at national scale. As Team Lead at the Prime Minister’s Performance Delivery Unit, he spearheaded governance reforms and played a key role in improving Pakistan’s World Bank Ease of Doing Business ranking through outcome-based strategies. He has also trained 11 federal ministries on performance contracting and KPIs, aligning Vision 2025 with strategy maps and Balanced Scorecards.
Dr. Siraj holds an MBA from the University of Strathclyde, Glasgow, an MSc in Social Sciences from the University of Leicester, and a professional certification from the KPI Institute, Australia. He is widely recognised for his expertise in performance management systems including KPIs, OKRs, Balanced Scorecards, and Results-Based Management.
