Dr. Waqas Anwar serves as Member Infrastructure and Regional Connectivity at the Planning Commission of Pakistan. He leads the formulation of Annual and Five-Year National Plans across key infrastructure sectors including transport, water resources, housing, and sanitation. He plays a central role in the lifecycle of national development projects—from planning and appraisal to implementation and completion.
With a distinguished career in both military and civil service, Dr. Anwar has managed high-impact infrastructure projects under CPEC and the Belt and Road Initiative, including major highways and urban systems in challenging environments. His notable contributions include the operationalisation of Gwadar Port, national urban frameworks, and disaster recovery strategies such as PDNA and 4RF.
A dual PhD holder in Industrial Engineering (Pakistan) and Civil Engineering (UK), he is also a recipient of two military honours awarded by the Chief of Army Staff for his services to the nation.
