A Shared Vision for Better Governance in Islamabad

On the directions of the Hon’ble Prime Minister of Pakistan, Mr. Muhammad Shehbaz Sharif, I am pleased to present the Report on the Islamabad Capital Territory (ICT) Governance Model. It represents a collective effort to help Islamabad become a more efficient, inclusive, environmentally sustainable, technologically advanced, and citizen-responsive capital.

The report is the outcome of nearly two years of consultations, deliberations, and engagement with public institutions, elected representatives, experts, civil society, and other stakeholders. I invite citizens from all walks of life to review the recommendations and share their feedback so that, together, we can strengthen governance in Islamabad and set an example of transformative public service for the country.

Committee on ICT Governance Reform

The report captures the Committee’s debates, consultations, and analytical work on a governance model for the Islamabad Capital Territory. Constituted by the Hon’ble Prime Minister of Pakistan and chaired by Prof. Ahsan Iqbal, the Committee brought together public representatives, senior federal officials, and governance experts whose recommendations shaped the report’s findings and proposals. Citizen input will further refine this reform process and support stronger, more responsive governance for Islamabad.
