About Dr. Muhammad Tahir Noor

Dr. Muhammad Tahir Noor serves as Additional Secretary responsible for administration, organization and litigation. He supports the Ministry’s institutional continuity through administrative oversight, regulatory compliance and inter-departmental coordination.

He additionally holds delegated charge of Secretary, Planning, Development & Special Initiatives, steering the Ministry’s administration and the institutional delivery of Planning Commission decisions.

His portfolio is central to the internal systems that enable policy teams and technical wings to work effectively.

Over a public-service career of more than three decades, Dr. Noor has worked at the intersection of social-sector policy, poverty alleviation, public finance and institutional reform. His experience includes translating national priorities into results-based programmes, overseeing development initiatives and advising government forums on implementation, accountability and resource allocation.

As Additional Secretary at the Benazir Income Support Programme, he helped lead Pakistan's largest social-protection programme, including the National Socio-Economic Registry, unconditional and conditional cash transfers, donor coordination, digital and financial inclusion, and shock-responsive support for vulnerable households. In earlier BISP assignments, he led modernization and field implementation of the NSER and supervised nationwide cash-transfer operations and complementary education, health, skills and microfinance initiatives.

His assignments in the Finance Division included sovereign programme lending, external-finance policy, engagement with the World Bank, IMF, ADB and other development partners, poverty-reduction reporting, commercial borrowing, and sovereign bond and Sukuk processes. He has also held leadership roles at the Bureau of Emigration & Overseas Employment, the Ministry of Local Government & Rural Development, the National Accountability Bureau and the Defence Production Division.

Dr. Noor has represented Pakistan at international forums on social protection, digital identity, labour mobility and inclusive development. His research and advisory work covers governance, gender justice, access to justice, public-service delivery and provincial social-protection policy.
