Third Party Validation
Independent third-party validation is institutionalized as an external assurance mechanism to enhance objectivity, transparency, and credibility within the IME framework. It provides independent assessment of performance, compliance, implementation quality, and sustainability—particularly for high-value, high-risk, and strategic development projects.
Scope of Third-Party Validation
Third-party validation may include:
- Independent technical review supporting PC-I appraisal (where required)
- Implementation and progress verification during the PC-III stage
- Completion and output quality validation prior to PC-IV reporting
- Independent assessment of performance, impact, and sustainability under PC-V
- Validation of monitoring, evaluation, and impact assessment findings
Role in Governance and Accountability
Third-party validation strengthens governance by:
- Providing objective evidence across project lifecycle stages
- Confirming adherence to approved scope, standards, and safeguards
- Supporting informed corrective action and decision-making
